CONDITIONS OF HIRE 2025

  1. The fee payable shall be as approved by the Trustees and prevailing at the date of
    the hiring.
  2. A provisional booking of the Hall will be accepted but the full charge for hiring
    must be paid at least one month in advance of the booking, this amount is not
    refundable. A deposit of 25% is required in order to hold a provisional booking
    and provisional bookings not confirmed within seven days will be cancelled. The
    deposit in non-returnable.
    A damages deposit of £150 (£50.00 for Children’s Parties or parties ending prior to
    6pm) will be required from those living within the Brentwood Borough one
    calendar month before the event, outside the Borough or unusual bookings, the
    charge will vary. Any cheques will be banked. It is the responsibility of the hirer to
    notify the caretaker, before the function takes place, of anything in the premises
    which is not in proper condition. If no damage is found after the function the
    deposit will be returned within the month, or as soon as possible thereafter.
  3. When the Hall is hired for public entertainment functions
    a. Not more that 175 tickets may be sold, this being in the opinion of the
    Trustees the maximum capacity of the Hall and hirers must ensure that
    no greater number is admitted.
    b. Tickets must be numbered consecutively from 1 – 175
    c. Door stewards and cloakroom attendants must be provided by the hirer
    throughout the function.
    d) Windows and fire exit doors must remain closed (unless specified) (Note:
    During the Covid19 pandemic these may have to be open to allow some
    ventilation).
  4. The Hirer must be responsible to the Trustees for the conduct of all people on the
    premises at all times during the hiring.
  5. Kitchen facilities are available.
  6. The Trustees, their servants or agents, shall not be responsible for any loss or
    damage to any property arising out of the hire, nor any loss, damage or injury
    which may be incurred by or be done or happen to any person or persons
    resorting to the Hall during the hiring arising from any cause whatsoever or for any
    loss due to any breakdown of machinery, failure of supply of electricity, leakage of
    water, fire, government restriction or act of God which may cause the Hall to be
    temporarily closed, or the hiring to be interrupted or cancelled and the Hirer shall
    indemnify the Trustees against any claim which may arise out of the hire of which
    may be made by any person resorting to the Hall during the hire in respect of any
    loss, damage or injury.
  7. The Trustees reserve the right to refuse any booking without giving any reason and
    shall have power at any time to cancel any letting by an intimation to the Hirer to
    that effect, in writing, signed by the Booking Clerk, and upon the Clerk returning
    the amount paid by the Hirer (or a proportionate part in the event of interruption of
    a series of letting) the Hirer shall have no further claim whatsoever against the
    Trustees in respect of the letting or on account of the cancellation thereof. In the
    event of a failure to observe or perform any of the conditions, the Trustees may
    terminate the hiring forthwith without payment and without prejudice to any other
    remedy.
  8. The Sanction of the Trustees (for which application must be made in writing) must
    be obtained before the sale or supply of excisable liquors takes place at any
    function on the premises. The event organiser (ie the Premises user who has
    signed for the hire of the Hall) can apply for a Temporary Events Notice. Forms
    can be obtained from the Booking Clerk and must be submitted at least 14 days
    before the event. The cost charged by Brentwood Borough Council is
    approximately £21 for each application (prices to be sought with Brentwood
    Borough Council and subject to change). An application can be made online at

    Alternatively any Licensee who is a Personal Licence Holder can apply for a
    Temporary Events Notice and manage the Bar for the event.
    The Personal Licence Holder still has to apply to Brentwood Borough Council
    Licensing Department and pay the £21 fee (subject to change).
    a) No intoxicating liquor shall be sold to persons under l8 years of age.
    b. A copy of the Temporary Events Notice approval from the Licensing
    Authorities must be forwarded to the Booking Clerk before the day of the
    function.
  9. No sale of goods of any description may take place on the premises until full
    particulars of the nature and any objects of the proposed sale have been furnished
    in writing and an approval in writing obtained from the Booking Clerk.
    Hirers are reminded of the provisions contained in the Trades Description Act
    l968. The County Consumer and Public Protection Department will be advised of
    all hirings where sanctions have been granted for sale of goods.
  10. No function in the Hall may continue after 11.30pm on Sunday or Christmas Eve.
    Special applications must be made at the time of booking for a letting to continue
    after 11.30pm on Saturdays (but extensions will not normally be permitted after
    12.30am.
    11.Any alterations or additions to the lighting arrangements, fixtures, fittings or
    decorations are forbidden without express sanction in writing first obtained from
    the Trustees. No property may be brought onto the premises for the purpose of
    the hiring without the prior consent of the Trustees, and no liability can be
    accepted for loss or damage thereto.
    12.Nothing shall be hung on or lodged against, nailed to or suspended on internal
    walls and no external decorations, flags, emblems or notices will be permitted
    without the sanction of the Trustees for which application in writing must be
    made at the time of the application for hiring.
    13.Smoking is prohibited on any part of the premises. It is against the law to smoke
    in public buildings.
    14.The Trustees will require a deposit as specified in Clause 2. a) to meet the
    expenses of making good damages; such a deposit shall be returned, less the
    amount required for making good of any such damages. Should the amount of the
    deposit not be sufficient to cover the expenses of making good the damage done
    the deficiency shall be paid by the Hirer on demand, and b) if the Conditions of
    Hire are not adhered to, the deposit will not be returned and no future bookings
    will be accepted.
    15.If the kitchen and equipment are included in the letting, the Hirer will be
    responsible for washing all items used and for leaving the kitchen in a clean and
    tidy condition. Children must not be admitted to the bar or kitchen areas unless
    supervised by a responsible adult.
    16.Hirers are forbidden to fix any bills or posters on the outside or inside of the
    building or on any Council property (including the bus shelters) except with the
    consent of the Trustees or local Council as appropriate. Any bill, posters,
    photographs, placards, or other advertising boards proposed to be exhibited
    at the Hall must be submitted to the Trustees for approval at least seven days
    before they are first exhibited. Hirers are reminded that it is an offence under
    Section H109 of the Town and Country Planning Act l971, to fly post on any
    building whether with or without the consent of the owner.
    17.The Hirer shall not use the building or any part thereof for the performance in
    public of any records of the British Phonographic Industry, and/or or members
    of the Phonographic Performance Ltd., in which copyright subsists, without the
    consent or licence of the owner of the same copyright, and/or Phonographic
    Performance Ltd., or in any other manner infringe any subsisting copyright. The
    premises will be licensed by the Performing Rights Society Ltd. for the
    performance in public thereat or musical works for the time being in the
    repertoire of the Society and the Foreign Societies affiliated thereto. Every Hirer
    who performs or signs or causes to be performed or sung in public at the licensed
    premises any music or song, the copyright of which belongs to the
    Society shall forthwith furnish to the Society (whose address is 33 Margaret Street
    London W.1) immediately after the performance a list signed by the performers of
    such music performed and songs sung with the name of the Author, Composer
    Arranger and Publisher of each composition and the number of items each was
    performed. For the propose of this condition “performance” applies to live
    entertainment only. To keep within the law, the Hall is fitted with a “noise
    limiter” which is pre-set to appropriate decibels (80-83). Also at this Hall a
    “power cut out” device is built into the power course which is used for discos etc.
    The level of decibels and the time cut-out are a legal requirement which must be
    adhered to. Prior to the event the Hirer must contact the Clerk and ascertain the
    level of decibels which are acceptable at the Hall, also the time limit at which the
    power course will cut out. It is essential that only the sockets indicated by the
    Caretaker be used for disco equipment. The Caretaker has been instructed to take
    any action considered necessary to ensure the Hall users stay within the limitation
    set by the Public Entertainment Licence.
  11. When the hall is hired by groups, clubs or similar organisations, the hirer must
    have procedures in place to ensure that no individual receives less favourable
    treatment on the grounds of age, gender, sexual orientation, marital status,
    disability, religion, creed, colour and race, or is disadvantaged by conditions or
    requirements, which cannot be shown to be justifiable.
  12. The Trustees do not guarantee to provide sufficient chairs or tables for the
    purpose of the Hirer, who should make his own arrangements if necessary.
  13. The Hirer shall not transfer or sub-let the hiring to any person without the consent
    of the Trustees first being obtained and shall use the premises only for the purpose
    for which they are hired.
  14. The Trustees reserve the right to impose such further Conditions as may be
    considered necessary for any particular use of the Hall or any part thereof.
  15. The Hirer is advised to contact the Caretaker at the Hall at least one month prior
    to the function taking place to ensure that the appropriate facilities of the function
    are available.
  16. The Trustees request that hirers leave the premises in a quiet orderly manner
    being respectful and mindful of neighbours.
  17. The Hirer will study the Evacuation Instructions enclosed with the booking
    confirmation and ensure that the procedures are understood by all persons
    administering the function.
  18. REGULAR CLUB BOOKINGS:
    Clubs will be invoiced at the start of each month for the month of hire required.
    These must be paid in full to guarantee the continued allocation of hall hire on an
    ongoing basis. Fees will be waived if one clear month’s notice is given. If less
    than one month’s notice, 50% will be payable. Note: If less than one week’s
    notice is given fees will be payable in full.
